Summary:碩士 === 國立新竹教育大學 === 教育學系碩士班 === 99 === This study aims to understand current implementation situation of evaluation system of junior high and elementary school, including: the implementation counties, its legal bases, organizations, purposes, targets, schedules, methods, projects, presentation ways, and the features and issues of implementation. This study collects the relevant measures / points / program of evaluation regulations of Junior High and Elementary School of counties and analyzes the relevant research literature comprehensively. The conclusion is obtained by Document Analysis Method. According to the conclusion, some suggests and recommendations are proposed on the implementation of evaluation system of junior high and elementary school and future research as the references in planning and conducting relevant policies for educational authorities. The conclusions of this study are as follows: The features of the implementation of junior high and elementary school evaluation system First, during the academic year of 98, Taipei City, Kaohsiung City, Taipei County, Ilan County, Taoyuan County, Kaohsiung County, Pingtung County, Taitung County, Penghu County, Keelung City, Taichung City, Tainan City and Matsu County implemented their evaluation system of junior high and elementary school, accounting for half of total counties and cities of 25. Second, evaluation system of junior high and elementary school usually includes the legal bases, organizations, purposes, targets, schedules, methods, projects, presentation ways, and the applications of result. Its content is fairly complete. (A) The legal bases of the implementation of evaluation system of junior high and elementary school are "Education Law", "National Education Law" and the "National Education Act." (B) The Organizations of the implementation of evaluation system of junior high and elementary school can be divided into "Steering Committee", "Evaluation Execution Group" and "Self-Evaluation Group" according to the nature of work. (C) The purposes of the implementation of evaluation system of junior high and elementary school put more emphases on the improvement of school performance. Among them, "understanding of the school's philosophy and the actual operation" is the most important. (D) The targets of the implementation of evaluation system of junior high and elementary school can be divided into "public and private schools" and "County / City schools” according to the difference of county and city regulations. Both two targets have a positive attitude toward the implementation of school evaluation. (E) The schedules of the implementation of evaluation system of junior high and elementary school can be divided into "regular" and "irregular" according to the difference of the implementation period of individual counties and cities. Because the evaluation is under a compact arrangement, it can not be combined with the operation of the school. (F) The methods of the implementation of evaluation system of junior high and elementary school can be categorized into "self-evaluation / school self-evaluation" and "evaluation visit / committee member (to school) evaluation / evaluation group", the latter is not sure for enough time for evaluation, therefore the real situation of school can not be really understood and known. (G) The projects of the implementation of evaluation system of junior high and elementary school can cover all aspects of school operations, in particular, emphasis on "Academic development" dimension, but also not take into account individual differences of the evaluated schools. (H) The representation ways of the implementation of evaluation system of junior high and elementary school can be summarized into " evaluation standard reference," "evaluation classification" and "pass the threshold," three categories. Many schools stand a doubtful attitude toward the objectivity and fairness of evaluation. (I) The applications of result of the implementation of evaluation system of junior high and elementary school is summarized into "school improvement reference" and "basis for county government incentives” according to the application of result. The evaluation results are published in two weeks to three months after the evaluation is executed. The issues of the implementation of junior high and elementary school evaluation system First, the implementation of junior high and elementary school evaluation system has not yet completely popular. Second, the junior high and elementary school evaluation system could not ensure the quality of evaluation committee members. Third, the schedules and time arrangements of the implementation of evaluation system of junior high and elementary school are too hasty. Fourth, The projects of the implementation of evaluation system of junior high and elementary school do not take into account individual differences. Fifth, The representation ways of the implementation of evaluation system of junior high and elementary school lack complete and public documentation. Sixth, implementation of evaluation system of junior high and elementary school tends to have a lack of objection and appeal channels of different opinions. Seven, the implementation of evaluation system of junior high and elementary school has a lack of review matters of evaluation implementation work.
