As proposed in the Boao Forum, let's 〔face reality, pioneer a new future, shelve controversies and pursue a win-win solution.〕 This will allow us to strike a balance as each pursues its own interests. " Also, "we have taken note that Mr. Hu Jin-tao has recently spoken on cross-strait relations. He called for 〔building mutual trust, shelving controversies, finding commonalities despite differences, and creating together a win-win solution〕 across the Taiwan Strait. His views are very much in line with our own." It is clear, then, that leaders on both sides of the Strait are looking forward to an early resumption of negotiations with the hope to solve various problems pragmatically and optimistically. This significant new opportunity for cross-strait political reform is the motivation behind this research. Although negotiation outcomes varies due to the changes in time, space, and background of the environment, this research still wants to analyze the negotiation process and experience of the following six cases, " second KMT-CPC cooperation negotiations "," Chungking negotiations "," Peiping negotiations "," Koo-Wang talks "and" Jiang Chen talks ", to investigate "value structure, "" issue structure ,"" environment structure ,"" camp structure ,"" substance structure ," and " power structure " of a negotiation. Through studying these six dimensions, a negotiation format can be identified for future political negotiations between Taiwan and China. Finally, in the foreseeable future, cross-strait negotiations will become more frequent and diversified and complex. Transactional and functional negotiations will have stronger political meaning. They might even be replaced by political negotiations. Therefore, how to learn valuable lessons from the past becomes the key for future success. In fact, many problems encountered in Jiang-Chen talks actually recurred during Koo-Wang talks. Will history repeats itself in upcoming political and military negotiations? What Taiwan’s government can and probably should do is to develop better strategies in responding to future tasks. Though negotiation techniques can be varied, the essence of the Communist Party remains the same. Thus, not only should Taiwan’s government integrate and strengthen its inner power, it should also prepare thoroughly prior to any negotiation in order to ensure security and interests of Taiwan.
