Summary:碩士 === 國防大學 === 戰略研究所 === 99 === The rise of China has aroused great interest of the outside world in the analysis of Beijing’s foreign policies, especially the United States, the primary player in maintaining the order of the international system since the World War Ⅱ. As the only country in the Eurasia continent neighboring Northeast Asia, Southeast Asia, South Asia, Central Asia, and Russia, China’s continuously growing national powers have fundamentally changed the structure of economic and military balance in the region. And this change would bring about a potential negative impact upon USA’s security interest. As a result of this, the U.S. would consider China as a potential threat to its national security. Two research methodologies are adopted; namely, literature analysis and historical research. These include an extensive reading of policy documents, periodicals, parliamentary debates, declassified data and records of public speeches. By summarizing and synthesizing academic documents, the official documents of U.S. toward China policies as well as its Chinese studies and related historical data, this research aims to determine whether a strategic view or a Chinese view exists first. Or, these two views influence each other. In addition, a study will be made on whether China’s strategic behaviors dominate the American’s strategic views on China or, again, they influence each other According to the studies, U.S. traditions and its views on China have been the major factors in the process of forming its security strategies toward China. Isolationism and America’s strategic views on China indeed construct the thoughts origin of America’s security strategies toward China. That is, how U.S. considers China as alien or heresy would influence U.S. security strategies toward China. U.S. and China are both friends and opponents. The stance would be adjusted by international realities and U.S. views on China. Therefore, the security strategies of U.S. toward China would be changeful always
