Simply stated, the Institute of Engineering Education Taiwan (IEET) consists of four following characteristics: Core-Ability, Keeping-Improvement, Interaction of Industries-Schools and International-Communication. Actually, it was the first presented evaluation of education in Taiwan. More specifically, it was supported in order to understand how the courses arrangement and teaching refinement. Furthermore, it could make up the strategies and goals of education. Finally, these engineering knowledge and practical abilities were important value to students. IEET was also concludes with characteristics for periodic and continuity. These factors can be of enormous value to resource and man allocation. However, it is hoped that finishing these evaluation will continued accumulate capability of education. The military education is a part of national education. These performances of education have to be consonant with social expectations, and higher education must be evaluated. This study was based-on Chung-Cheng Institute of Technology, National Defense University. The purpose of this study was to determine if the use of framework analytic would improve the specifications of IEET. To that end, the following questions were posed: (a) using the Operate View (OV) of DoDAF to set up the framework model, and (b) using the Program Evaluation Review Technique (PERT) to set up the Project Time Management model. The result of this study was to set up the systemic method to describe the procedure of IEET. Hence, in order to consider these integral, negotiate, and plan, the framework has to be centric of Time-Management. According to these methods was to build the base of resource integration, management and control, and helpful to implement the operation of evaluation.
