Most damages occurred in mountain areas. It not only destroyed indigenous villages, but also ruined the environment that indigenous people are depending on. This study tends to identify the role of practitioners played in each post-disaster stage, and local ethnicity and culture that practitioner needs to comprehend. Data were collected from in-depth interviews with the practitioners and supervisors from a particular nonprofit organization as well as the key informants of the victims, architect and workers from reconstruction labor class. Research methods also included participant observation, focus groups, and document analysis. Our main findings are the importance of ethnic relationships and the network of cultural communication in disaster recovery stages, as well as the empowerment tactics that can be used encourage residents to reconstruct the village. We also find the importance of cultural sensitivity in recovery stages, and suggest that local culture and communication network should be incorporated in disaster service delivery plan.
