An analytical survey was conducted on five aspects: “human resources implementation,” “changes to teaching schemes,” “interaction among parents, teachers, and students,” “parental and community participations,” and “idle classrooms usage.” The research results could serve as a reference for executive educational administrations and for those running a school. The major approach of this study was to employ a literature analysis and questionnaire surveys. The study population was comprised of school principals, administrative staff, teachers, and parents of the 45 public elementary schools in Ilan County. The subjects were surveyed via stratified random sampling. The total sample number was 531 people and the number of valid samples was 463 people. The research tool was the “Research questionnaire on the impact of declining birth rates on primary school education in Ilan County and coping strategies” organized by the authors. The respondents’ replies were analyzed with statistical methods and the replies to open questions were categorized and counted and compiled for discussion. The results of this research are as follows: 1. The condition of declining birth rates is serious in Ilan County; the number of elementary school students declines significantly year by year. 2. Regardless of their educational backgrounds, the educators and parents of the school children of Ilan County elementary schools all feel the pressure of an excess number of teachers caused by the declining birth rate. 3. The degree of agreement by elementary school principals, teachers, parents of school children, and administrative staff in Ilan County toward the impact of declining birth rates on primary school education and coping strategies is between high and moderate agreement. 4. For human resources implementation, schools use a variety of resources and established a mechanism for dismissing incompetent teachers and solving the problem of human resources shortage. 5. In regards to changes in the teaching schemes, educators and parents of school children in Ilan County agree with the changes of teaching schemes made by teachers. 6. Declining birth rates cause closer interactions among parents, teachers, and students. 7. As for parental and community participation, the introduction of community resources and cooperation between communities and schools are one of the approaches for coping with declining birth rates. 8. As for the idle classrooms, the priority utilization would be for improving teaching quality, followed by community functions; and lastly, use by public welfare organizations.
