Summary: | 碩士 === 國立東華大學 === 自然資源與環境學系 === 99 === The main purpose of National Park includes protection, recreation, and research. And Ecological Protection Areas plays a important role. It costed a lot for keeping installations and environment with increasingly press from recreational activities. In the future, government institution will need 「user fee」 system to solve fiscal problem. The innate character of 「user fee」 also can keep the fairness, improve the quality, reduce the harm. But it perhaps rejects some poor people and minority groups. This study applied the interview and questionnaire method to ask the opinion of the managers, experts and users about the「user fee」issure in the Ecological Protection Areas. A total of valid 195 questionnaires were collected between August 2010 and November 2010. We interviewed two experts in the correlative field, three employees of Taroko National Park, and three users. Through the content of interview, we found that the experts had a tendency to take account of fairness, but the managers did not think so because the mountain house should be inherently for taking refuge and too far to manage. Althought they disagree with 「user fee」issure, they consider that wound have two reasons determining how to execute it: whether people support it or not and law-making. According to Basic Environment Act, National Property Act and Charges and Fees Act, it is legal to charge a fee in National Park Ecological Protection Areas. Besides, 83.6% respondents in this research have willing to pay for National Park Ecological Protection Areas. Most of them(75.9%) expect to raise the quality of recreation by paying money. The respondents without willing to pay state that the installation and service in National Park Ecological Protection Areas do not yet meet standard. In conclusion, we suggest that management unit should say definitely their goal of developement as soon and punctiliously evaluate the guiding principle of National Park Ecological Protection Areas for making sure the policy to create a two-win game between environmental protection and recreational function.
