The rational adjustment factors of enterprises organization include “external factors,” “internal factors,” “competition factors” and the regulating factors of enterprise industrial characteristics. This study works on the confirmative factor analysis first, thus, it need determining whether the questionnaire results, content validation and combination reliability are acceptable or not? Furthermore, the clustering and the discriminate analysis are processed. The results reveal that the enterpriser belongs to the “convenience-entry type” and “external excitation type” organizations. The permeable trade partner's stimulation, entry convenience cause and the consults’ counseling involvement can accelerate the enterprises to induce this authentication. If they belong to the “good-will quality type” and “internal efficiency type” organizations, the cost factor can be involved and high incentives can also to be implemented. The results will provide to the AEO certification mechanism to promote the basic direction for government and related business organizations in the future.
