It represents the new China's health care reform surfaced on the table. The new health care reform in contents. China describe the new health care reform is "four beams and eight columns". "Four beams" is mean Public health services、Medical service、Medical safeguard、Medical supplies. "Eight columns" is mean Management、Investment、Operation、Supervision、Price mechanism、Information、legal、Human resources with science. The health care system in development objectives, divided into two kinds of short-term and long-term schedule. The short-term goal is completes the basic medical service safeguard cover on China's resident and slows down “sees a doctor difficultly, to see a doctor expensively” in 2011. The long-range objective is completes the basic health safeguard system and enables China's resident to enjoy the basic health service in 2020. However, the contents of new health care system reform is not perfect, some parts are worth proposing to discussion. For example: public hospitals reform's compensation mechanism, although cancels the drugs increase price policy, changes increase pharmaceutical services fees and government subsidies to support the public hospitals transport business cost. But the question is the public hospitals of transport business cost, whether can break even, is still unknown. Furthermore, for example: China establishment country basic drugs table of contents system, drug procurement and distribution is adopted, "The implementation of public bidding, uniform distribution" approach. This may have caused the challenges in the management of the health sector, and even pharmaceutical companies drilling management loopholes in the system, the formation of moral hazard. Moreover, China state system itself of the particularity, such as "the party leader country". and the China government system of congenital existence flaw. As well as China reforms the use tradition the evolution way that by experiment site reform way primarily. Affect China's future health care system is important factors for development.
