To reach the above purposes, this research adopted the “Delphi Technique” as the main research method. And weighting system of the key successful factors was set up by the method of AHP (Analytic Hierarchy Process). The subjects of this research were recruited by the purposive sampling. There were 15 Delphi Technique experts participating at the whole research process and 10 elementary school teachers and organizations who were actively promoting character education to be interviewed. There were 25 responses among 25 interviews. The response rate was 100%. According to the results, it was concluded as the followings: 1. The six perspectives that affect the character education in elementary schools included: (1) Governmental policies. (2) School educational measures. (3) Teachers’ attainments of character education. (4) Support system of social resources. (5) Family’s function of character education. (6) Character behaviors of students and peers. 2. The first five success factors of promoting character education in elementary schools included: (1) Parents set themselves an example to their kids and guided them to have moral character. (2) Parents highly valued the cultivation of moral character. (3) Established a good family atmosphere. (4) Delivered moral values via family’s cultural capital.
