However, human beings still fail to effectively prevent some of the disasters from occurring. The intensity and frequency of natural disasters in recent years exhibit positive growth as the global climate continues to change. Thus frontline firefighters and rescuers have to face greater challenges. In order to increase the effectiveness of disaster prevention, precaution and response measures, many fire bureaus have implemented IT-based fire management information systems. Hence it became an important factor to enhance firefighters’ information literacy skills. The purpose of the study is to identify critical factors in affecting firefighters’ information literacy skills by consulting experts’ experiences and opinions in order to make plans to improve firefighters’ information literacy skills, strengthen the effectiveness of fire management information systems, reduce the occurrence rate of disasters, and mitigate damage caused by disasters. Factors that affect firefighters’ information literacy skills were identified by consulting and analyzing reference materials, discussing with scholars and experts. A total of twenty scholars and experts were invited to partioci- pate in the research. Open-ended questionnaires and interviews, three- round three-round Delphi technique were also used. In analyzing the colle- cted data, seven aspects and twenty-five items derived from the aspects emerged: (a)information systems, (b)government’s information policies,(c) organization structure, (d)education and training, (e) stimulation factors, (f) chief executive’s support, (g) job attributes. It is hoped that the critical factors addressed in the research can serve as a source of reference for further policy making regarding fire management information system and on-the-job training in order to enhance firefighters’ information literacy skills. 黃華山 2011 學位論文 ; thesis 160 zh-TW
