Summary: | 碩士 === 國立彰化師範大學 === 政治學研究所 === 99 === As Taiwan is surrounded by oceans, ocean is the connection with the world and regarded as a natural and favorable military strategy. It also determines the security for survival and development of Taiwan. Marine interests thus are the most important to the state and the completion of marine affairs development plays a crucial role in the promotion of national competitiveness. Taiwan established Coast Guard Administration in February 1989 to specifically take charge of marine law enforcement. It is responsible for maintaining the orders of ocean and offshore including marine environment conservation, marine rescue and
affairs of using and protecting marine and coast resources, but at this stage it is still hard to categorize it as a competent authority for marine affairs.
President Ma Ying-Jeou brought up the idea of “Blue revolutionary to establish an ocean country” after taking the office and later a series polices were carried out including the establishment of marine administration, enhancement of national marine awareness, strengthening in marine technology research and development, wise use of marine resource and sustainable marine industry development and so on. For sustainable marine development in particular, our country should have micro perspectives and thoughts of “marine strategy”when on the way to a “marine country”. According to amendment of Organic Act of the Executive Yuan made in February 2010, Executive Yuan will establish “Ocean Affairs Council” to handle and coordinate marine affairs in different departments. It plays not only the role of policies examiner but also the functions of developing marine industry and making
best use of the advantages, for example, the promotion of nation’s marine interests and rights.
But marine affairs concern a wild range of businesses, its power and responsibilities at the moment are still divided up in dozens of central departments and sections which are not subordinated to each other. In addition, the sectionalism is considered as a major obstacle,
affecting the horizontal integration of relevant central governmental departments and vertical communication between central and local departments.
This study will firstly review the history and development of our country’s marine affair management organization, using Graham Hutton’s organization design as its research
framework, from the perspectives of organization framework, management procedure and personnel development including the structure differentiation, functional integration,
organization vision, coordination, regulations, role functions, interaction, specialist training,
group development, etc. It further analyzes current management system of marine affairs to find out the problem and discusses the answers to the practice of marine education and culture of our future marine affairs specialists. Finally, it cites the actions and measures of other countries such as USA, Japan and South Korea as examples to explore the coming problems
and challenges upon the establishment of Ocean Affairs Council and also come up with the solutions.
