Summary: | 碩士 === 國立彰化師範大學 === 政治學研究所 === 99 === In Taiwan, building control deals with two main sections - fire safety and building safety - with local enforcing agencies of Fire Bureau and Department of Building Administration respectively.
On February 15, 1995, the deadly Wellcome Restaurant Fire in Taichung City caused the most casualties in recorded history in Taiwan. The government therefore promotes public safety by setting forth “Regulations and Certification of Public Safety in Buildings” and introduces the maintenance reporting system of fire equipment. Inspection certificates and surveys from non-government services as evidence of fire safety and building safety will be accepted. This is a milestone of public safety inspection by independent and government approved inspection bodies with the aim to establish the concept that people have to take responsibility for their own safety. The system will reduce manpower requirements of fire departments as the insepction of fire safety will be done by independent and government approvled inspection bodies. The fire department will be the supervisory authority to work together with the private market mechanism to provide public safety.
Based on the current version of Fire Code in Taiwan, while both fire safety and building safety can be carried out by independent and government approved inspection bodies, there are many remains to be discussed and examined to effectively plan with the system, such as design, implementation and exercise of authorities, etc. It is hoped that this study has contributed to the body of knowledge available to assist those charged with the responsibility of building and fire safety in order to prevent or reduce the likelihood of a fire that may result in death, injury, or property damage.
