The frequent negotiations on cross-strait affairs between civil organizations have increased contacts between the governments on two sides of the strait. In 1990, the cross-strait governments even signed the first cross-strait agreement to lay the foundation of institutionalization for cross-strait relations. In 1991, Established Straits Exchange Foundation (SEF) and Association for Relations Across the Taiwan Straits (ARATS) to promote cross institutional consultation process. Two sessions in 1993 for the first time, "Koo-Wang talks" signed four agreements to obtain the system of cross-strait consultations on the preliminary results. In 1998, the second "Koo-Wang talks" after, because of the "two states" storm caused two consultations to a halt, until 2008, Ma Ying-jeou took office after the government re-opened the door to cross-strait negotiations.Although the cross-strait institutionalized consultations between SEF and ARATS were once interrupted and the price was paid, the development of institutionalization of cross-strait relations was re-initiated after the Ma Ying-jeou government came to power in June 2008. As of June 2010, a total of 14 institutionalized agreements have been signed and one consensus has been reached. Institutionalized normal consultations have been set up for the cross-strait relations and fruitful results have been achieved. In this study, the historical institutionalism explored cross-strait position policies, interaction, and institutional development of cross-strait relations. First of all, understand the different positioning of cross-strait policy during the development of the historical background and basic concepts, path dependence and policy feedback to explain changes in cross-strait position policies, and to explore institutional change and development of cross-strait relations. Finally, the analysis of cross-strait position policies and the impact of institutional development and in linked. The study found that one for Chen Shui-bian government policies position of cross-strait and institutionalized as a major change during development. Second, institutional development of cross-strait relations is characteristic of increasing returns and path dependence. Results of the two sides signed the agreement so that they are received positive feedbacks, and the institutionalization of cross-strait relations has become a trend for future cross-strait interaction. Third, the proof cross-strait position policies and institutional development of cross-strait related. In the one-China policy under the framework of positioning, help to promote the development of institutionalized cross-strait relations; On the contrary, one-China framework deviated will result from the obstruction. Therefore, the overall institutional development of cross-strait relations more deeply, both sides get more overall gains.
