We explore the effects of differences and the effects of moderation in severity of infraction, discipline attitude, and discipline severity on perceptions of fairness of senior high school teachers and students. This study employed a scenario-based experiment approach. Participants reported perceptions of fairness after reading 1 of 18 scenarios (2 types of severity of infraction x three types of discipline attitude x three different levels of discipline severity) describing a disciplinary resolution. We interviewed 8 teachers about the principles of disciplinary and considerations of how to make resolution of ruler offenders. We also interviewed 3 ruler-offender students about the perception of disciplinary fairness. We surveyed 3060 student participants and returned valid questionnaires were 2881, the returns-ratio was 94.15%. 1140 teacher participants were surveyed and returned 1091 valid questionnaires, the returns-ratio was 95.7%. Results indicate that types of severity of infraction, types of discipline attitude, and level of discipline severity all have significant differences and moderation effects on perceptions of fairness.
