The statistic procedures of questionnaire survey were employed, with proportional stratified random sampling applied and ineffective questionnaires eliminated, to investigate a total of 263 homeroom teachers and 2630 students from different public high schools distributed over the four central counties. Statistics such as the t-test and the one-way ANOVA were used to analyze the research data. The major findings of this study were as follows: 1. The current condition of the homeroom teacher’s organizational commitment and the classroom management effectiveness by the public high school is medium-high. 2. There were significant differences between the retention tendencies of male and female public high school homeroom teachers. 3. There existed significant differences in genders on the high school homeroom teacher’s classroom management. Based on the findings of this research, suggestions were made to provide references for educational and administrative organizations, schools, and teachers.
