This paper presents the power control mechanisms and to find out optimal SINR setting and system capacity. About the trade-off between cell edge bitrate and average cell throughput, using the path loss compensation factor to configure the target SINR value will improve the cell capacity and cell edge bitrate.   For different user activity factor, simulation results indicated that the closed loop power control with path loss compensation factor has an optimization solution. Reaching the application service throughput requirement at the cell edge and find out the best average cell throughput or best power-efficiency. The results of simulation show that the average cell throughput up to 20% at 0.8 loading user activity factor at the same cell-edge bitrates. At the same power and average cell throughput, the cell edge bitrates improved 4%.
