Its purpose is to assist local companies to resolve the wastewater created during the production process, and avoid inappropriate wastewater treatment and disposal that would violate environmental related laws and regulations and result in nearby water body pollution and environmental damage. The wastewater disposal cost is shared by local companies with the fair billing approach, and due to the lack of an effective industrial park wastewater management system, the rights of the legal companies in the industrial park are impacted. If there are no methods to resolve this phenomenon, the purpose of having the wastewater treatment plant will be unable to be found. Therefore, the study focused on the re-announced standard flow meter and sampling well and the wastewater pretreatment joint audit demonstration project of local companies. It used the project result as a basis to analyze the effectiveness and the existing problems, propose the problem cause/mechanism with the systematic thoughts management principle, propose feasible improvement measure to enhance the treatment effectiveness of sewage treatment system operation, and achieve the purpose of industrial park wastewater pollution control. It can be seen in the study result that after the local companies go through the three-phase standard flow meter tank and sampling well review, water volume comparison audit, and the holiday and night joint audit monitoring on the industrial park users’ pretreatment facilities, - ii - the wastewater volume has increased 28.7%. The partial water quality has reached the goal requirement of joint audit, and at the same time, the inflow water quality and outflow water quality both meets the current water quality standard and present a stable condition. For the fee-charged, there are 203 company more samplings than that of the same period of last year when compared with this 6 months joint audit, and 229 times more than the other 6 months of last year; the sewage collection cost has increased 6 to 7 million. It shows that the currently exploring audit monitoring system is efficient, and highly feasible. It can be seen that the current appropriate audit monitoring mechanism can enhance the industrial park in managing the water volume, improve the inflow water quality, increase local companies’ fee-charged performance, use as a reference for industrial park wastewater pretreatment audit monitoring, and improve the treatment effectiveness of sewage treatment system operation, and achieve the purpose of industrial park wastewater pollution control.
