Nonetheless military investment projects involve with and cast impacts to overall defense budgetary expenditures and planning as well, hence, each project has to undergo the crowding-out process because of limited budgetary resource constraints, and worse of all, many projects are unable to meet the predetermined schedules. Military academies are part of the military project institutions. Under this premise, with the prescription of “Operations and rules for military investment projects”, all military academies operate under the five-year policy plan guided by five years as one phase in the sense of lifecycle. Hence, from the perspective of the contents within military project stipulations, its purpose is to mainly observe military planning and budgetary system derived from budgetary systems at national level. Complexity emanated from project procedures naturally results execution difficulties for operational organizations. Moreover, the procedural and review process delays could further hamper the overall academy development in the future. Thus, a good and solid project management model could be the key factor impacting the investment success for military academies.
Currently there are seven major military academies in this country: R.O.C Military Academy, Naval Academy, Air Force Academy, National Defense University, Air Force Institute of Technology, Army Academy R.O.C and Chung Cheng Armed Forces Preparatory School with the annual investment dollar amount reaching the level one billion NTD, and the constructional focuses in the area of IT equipments, teaching facilities, military education engineering, library and miscellaneous as result. And it is natural that the development for military academies tends to lay a solid foundation in talent recruitment for this country and the military in general. Therefore, “military investment” in the context of military academy is often misconstrued with “operational” orientation because of other military missions. And under this situation, its project effectiveness and legitimacy would create the discrepancy apart from reality thus result with the legitimacy of the project being challenged as well.
From the above mentioned, this research adopts the military academies as research subjects and targets to the military investment projects with the “Demand analysis phase” prior approximated compilations, “System analysis phase” with post review demands and “Investment outlines and total work plan stage” of post cost analysis. Then this research will propose “Project management and knowledge based system” published by International Project Management Association (IPMA) as the basic tenet and through the relevancies created by various control processing procedures, this research will integrate characteristics like “project integration” within the lifecycles of military academy projects and investment projects to further evaluate existing related laws and regulations as well as constraints imposed by the articles of these laws and regulations. Along with the responses and countermeasures stemmed from individual research organizations, this research will gradually establish the organizational flows, assets and documentation architectures and respective contents as the research findings. Lastly, this research will propose “Military investment project management model for military academy” with the expectation to render military academy’s policy implementation projects proceed to the goals in a quality, within schedule and budget manner, and serve as the integral references for article modifications and amendments within project procedures and planning organizations under the jurisdiction of Ministry of National Defense, R.O.C
