With the idea of re-planning and reallocate the use of power, the idea of replacing internal combustion engine cars with electric vehicles comes up. The most direct impact will reduce carbon dioxide emission, furthermore, electric-vehicle system may also play an important role in the development of smart grid in the future. In addition, the differences between the electric vehicle system and the tradition internal combustion engine car including energy storage systems、power systems and the development of charging infrastructure have the potential to develop into an important industry. Many of the firms in Taiwan are also aware of the huge business opportunities, and some of them even have access to overseas vehicle manufacturers supply chain. Government also attempts to support Taiwan enterprises to take a place in the world EV industry by policies making. In this research, we use "Five-Pointed Diamond Model" which includes "Government Support" factor to analyze industrial competitiveness, with regard of the development of electric vehicle industry in Taiwan, by which we confirmed the dimensions, and go with DEMATEL methods with expert questionnaires. From the empirical results we found that main factors which have greater influence on other factors are “Government Support”、” Firms structure, Strategy and Rivalry” and “Factors Conditions”, while factors receive influence are “Related and Supporting industries“ and “demand conditionds”. Finally, this study combines experts’ opinions and literature review then concludes that the policy should be carried out as follows: 1. Planning precise strategies for electric vehicle industry and policy of implementation. 2. Establishing networks of solidarity and integrity of industrial development system 3.
