The era of internationalization, low birth rate and high marticulation rate of university is coming. Under the phenomenon of low academic ability of university students, low desire and poor attitude toward learning, MEXT(Ministry of Education, Culture, Sports, Science and Technology) and Central Council for Education in Japan have made some policies to improve the situation and the quality of education. Thus, universities in Japan offer several strategies and measures to help freshmen adapt to college life, including the academic learning and daily life. On the other hand, the evaluation of higher education in Taiwan will begin to focus on the learning outcome of students from 2012. It means that the viewpoint of evaluation has transformed teacher-oriented into student-oriented.
This study is based on the concept of FYE (First-Year Experience) originated from the U.S. and attempts to discuss the following. The first one is the current status of the implementation of FYE in Japan. And then the curriculum of Kanazawa Institute of Technology (KIT) was set up as an object. It is found that not only the intention of educational institution based on ‘First-Year Experience’ designed for students is good, it can also enhance learning condition effectively. Although there are still some debates such as ‘how to present students’ acquisition of competency’and‘the design of evaluation’, the findings can provide a new consideration for higher education in Taiwan.
