The Act hopes to improve the life quality of farmers and achieves the goal of enriching farmers. However, different viewpoints regarding to the Act exist among legislators, scholars, non-governmental organizations, and agricultural organizations. This study applies the symbolism of Roland Barthes, treats the Act as a symbol, and discusses the structure of meaning which includes denotation and three kinds of meanings in mythological aspects – connotation, myth and symbol. According to the study’s result, we are supportive of the Act and hold positive attitude toward the efforts made by President Ma along with the Department of Agriculture. On the other hand, as serving in the Department of Agriculture, we also deeply realize that the Act emphasizes relentless service and policy promotion over the course of law-making and law-enforcement. Nevertheless, interpretation of the results of applying Barthes’ symbolism may differ. The difference may reflect an individual’s viewpoint about the life, and his/her working experience.
