While in globalization, what kind of images does agricultural cooperative ments present? And finally, in comparison with other countries, this research offers suggestions on achievement from state of Taiwan about agricultural cooperative movements. Research indicates that through policies like allowance and tax shelter, to a certain extent, state government of Taiwan influences management scale, quantity and projects of organizations of Taiwan agricultural cooperatives. While institution of law affects the democratic system of agricultural cooperative organization and its autonomy; insufficiency education about cooperative concept makes peasants lack of recognition of cooperatives and its value. It is difficult for them to form a sense of identity as well as participation of the cooperative organizations they belong to, obstructing the organizations to develop its original cohesion. Reviewing other countries, governments increase peasants’ allowance and optimize preferential policies. They encourage peasants to participate in cooperatioves which expanding the scale of foreign cooperative organizations, promoting close relationship between different organizations and have spare capacity to deal with foreign markets. In law, they formulate more stringent organizational structure and members’ qualifications, all of those protect the organizations from influences of market power. At the same time, the foreign governments develop cooperative education and improve acceptance and participation of peasants so as to contend against power from market and politics. Therefore, in response to globalization, the development of agricultural cooperatives in Taiwan has tremendous differences with other countries. So, this research suggests the following: firstly, we need to transform roles and functions of state so as to approach experiences from advanced countries, improving government functions, adjust plans of implementation and formulating developing plans in a more proper way. Secondly, the government should establish a diversified agricultural cooperative nd pay more attention to integration and collaborative development of the organization with various characteristics, setting up systematic cooperatives. Thirdly, the government should apply multiple ways to develop agricultural cooperatives In assisting the development of agricultural cooperative organizations, the government should transform concepts actively and employ various ways to improve cooperatives.
