These years, battlefields, installations and relics were listed as parts of the Cultural property between countries. War heritage not only has its historic meanings but also owns difficult memories that could alert the future generations not to make the same mistake again. War heritage is a kind of “difficult heritage” which belongs to “war related sites”, including battlefield, military installations, battlefield culture and monument. Through the preservation of the difficult incident as a heritage, it becomes objective evidence of the time. What’s more, war heritage could transform into an active, positive as well as new social meaning and then get into the later generation. These two reasons above are the keys that more people would agree and willing to make it last forever. The Cold War between Kuomintang and Communist Parties is the war which had happened in modern times. Even today, those difficult memories are still in people’s minds. Take the military environment of Matsu as the case for examining the war heritage of Taiwan. Matsu is one of the frontline battlefields of cold war which between Kuomintang and Communist Parties. During this period, Matsu island was built as a military fortress; furthermore, the army and local people were all under the military control. According to the process of building the military environment, at first, the military construction was fast and the fortification underground began to develop at the same time. Afterwards, the relationship between countries has changed while the plan of retaking mainland China turned into promoting the self-fortification ability. The development of Matsu’s military environment has a close relationship between the variations of the time. The whole terrain of military environment could divide into many parts: take inland fortifications for example, the offshore fortifications around island, artily position and observatory; command post at the highest part of the island; each fortification supports and keeps close watch over one another forming a high density zone of defense. From the angle of culture heritage, Matsu has a facial and regional military environment which could treat it as the cultural landscape. Cultural landscape represents the strong combination of human and nature. The process of forming the visible elements and invisible culture, such as using their land and conquering the natural environment, has totally shown the meaning of cultural landscape. Besides the natural environment, through military action, propaganda and society, these human activities changed into tangible elements. We can see the tangible elements now could separate into three types: structures, landscapes and relics, which could discuss the components of Matsu’s military cultural landscape individually. Finally, from distinguishing the values of military cultural landscape, this heritage does not only include historical, aesthetic, scientific and social value, what’s more, it also has local meanings by comparing through the cases of national and universal level.
