Many countries have developed their tools for evaluating the sustainability of new and existing buildings. Compared to the newly constructed buildings, existing ones usually require higher energy consumption and present higher pollution to the environment. Despite the high ratio of existing to newly constructed buildings, only the assessment tool for the newly constructed buildings is employed in Taiwan. Therefore, there is a need to develop an assessment tool specially designed for evaluating existing buildings. By review literatures, the research purpose these objectives as follows: 1. Surveying the international sustainable building assessment tools, 2. Analyzing the development of green building assessment tool in Taiwan, 3. Investigating the importance level of expertise to the existing building factors, 4. Developing the environmental performance assessment system for the existing building in Taiwan and suggesting some improvements to the existing building. The results of the research can be summarized into four parts: 1. Reviewing the development of sustainable building assessment tools domestically and internationally, and regard the tools as the basis and factors of developing the environmental performance assessment system for the existing building in Taiwan, 2. Applying the FDM (Fuzzy Delphi Method) and interviewing with experts and develop the framework of the environmental performance assessment system for the existing building as a result, 3. Applying the AHP (Analytic Hierarchy Process) and interviewing with experts and develop the relationship within the assessment system, 4. Taking an office building as an example to test the applicability of the assessment system, and analyze the benefit after applying the improvement works to this case.
