By promoting co-operations between academia, industry and government, it will not only reduce the budget expenditure for developing research and development but also help raise fund for national universities in Taiwan. All in all bring up an integrated economy. However, in implementing the policy, several legal problems occur. This thesis starts from introduction of vigorous researches and development being carried out by national universities in Taiwan. Further analysis will be made to probe to legal problems confronted during technology transfer procedure from academia to industry. Case study will be used to exemplify how the current practice is like and chosen to be the exercise for trouble shooting. Moreover, this thesis will also refer to international experiences in the United States, Germany and Japan for their pattern of solutions and lessons learned. Finally, given the problems analyzed, solutions such as adequate modifications of the current laws, and a practical regulatory framework will be proposed. In summary, in order to streamlining technology transfer from the birth place of national universities to the nursing place of the industrial sector, what appears to be of high priority on the agenda is to shorten the time needed in incubating research results. Too much out-of-date regulations have been witnessed to be the stumbling block for exploring new technologies and have put the research and development activities in national universities in a stagnant situation. By eliminating redundant regulations to create a flexible managerial means is the key to catch up with the fast growing trend in scientific development.
