Summary:碩士 === 國立中興大學 === 國際政治研究所 === 99 === After the disintegration of the Soviet Union, the change of the geo-environment made the new independent country Ukraine face more foreign policy choices. However, with the change of the geo-environment enhancing Ukraine’s geo-political and geo-economic position, it made Ukraine somerestrictions. That is, with the improvement of geopolitical importance position, Ukraine''s foreign policy outputs are affected by the United States, the European Union the major Western-oriented countries, and Russia east of the main impact and this phenomenon makes Ukraine''s “eastern-western balancing” foreign policy strategy. When Ukraine makes a foreign policy, it is not only affected by outside environment, but by inside environment. The history factor made Ukraine“regional politics” phenomenon. That is, eastern Ukrainian’s foreign policy tendency is different to the western. Because the period of eastern Ukrainian governed by Russia is more than western, the eastern people tends to go with Russia more. That affects Ukraine’s political parties’ tendency and affected the Ukraine’s foreign policy outputs. In this paper, I would use Scholar Maria Papadaski and Harvey Starr’s“environmental model” to analyze outside and inside factor how to affect Ukraine’s foreign policy working out.
