Over 30 years’ efforts on reducing the share of fossil oil use from 77% in 1970 to 32% in 2009, Sweden government has been continuing moving toward the goal of “Making Sweden an Oil-Free Society” announced by former prime minister Persson in 2006. The success of Sweden’s developing alternative energy policy contributes to two significant achievements. Firstly, the government as a major actor sets agenda and executes like Sweden by assessing the state’s condition to develop an alternative energy policy, which has proved the alternative energy development is feasible and practical. Secondly, developing alternative energy policy is expected to be a new option to relieve oil dependency other than developing oil drilling technology on extending the world oil reserves and production, yielding to power of energy diplomacy, and launching war for energy supply. Therefore, this thesis is based on the model of the political system to examine how the external and internal factors (as inputs) affect and limit Sweden’s energy policy setting. Under the circumstances of inputs, Swedish government further discovered the opportunities to develop the alternative energy technology and started to developing the alternative energy policy as output.
