In daily life, food, clothing and shelter are all necessary, most of them are also derived from civilian economic. Using “Food” as an example, local food in Taiwan is famous in the world, and especially the night market culture is a characteristic of Taiwan. If this feature can be promoted more effective, it would be helpful for the retail business. The way to promote local business including: send DM, word-of-mouth etc.. In addition, network marketing is a way of selling products online, and business owners can use the website to promote themselves. But not all people have the ability to use computer especially for the elderly. Even though the business owner is able to use computer, many retail stores may not have enough space to have computers placed in store, and this would become a barrier for such business owners to update information immediately and effectively. In order to meet this kind of requirement, the research will collect information from local business owners to help developers build web applications on the smartphone environment. To achieve the goals of usefulness and ease-of-use of the application, the design of this research adopts the User Centric Design concept to meet users’ requirement, and apply the grounded theory to build a user centric framework, which would help developer to design and implement web applications and services satisfying users’ needs.
