Through promoting community development, it cultivates community awareness and inspires independent spirit. The support of government in administration, technical, public infrastructure, community coherence and social welfare also improves the economic, social and culture environment for the community residents. Community development leads to the concept of integrated community construction. Perspectives of community residents lead to new interpretations and cultural policy and activities localization. The principles which include a bottom up approach, public participation, social independency, sustainable development help to create community awareness and enhance human resources capacity cultivation which eventually strengthens organizational operations. After twenty years of community development efforts, Taiwan has made good achievements. However, from the above elaboration, community development requires participation from not only the residents of the community, but other stakeholders as well in order for the well execution of strategic plans or projects. There are horizontal linkages among different communities and among individuals. In this respective, the purpose of this research is to identify findings of public-private partnerships in the Tanzi District, Taichung City. Taking into account of the tangible reality and that the study is in line with actual development, besides empirical data collection, focus group interviews with the managerial level of the community are done through seminars.
