| Summary: | 碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 99 === For this study to explore the core question is: " The role interaction and influence of Farmers'' association organizational transformation and rural areas reinventing." In this core issue, this study use the in-depth interviews and literature analysis to explore the evolution of farmers'' association organizational function and role in Taiwan.
Analysis of current policies to promote rural regeneration process, farmers'' association organization will be possible role of the organization and direction of development, how to assist the transformation of rural society, and to change the farmers'' association organizational function, and convert people the impression of farmers'' association organizations.
The study found the following:
1. Farmers'' association organizations mainly played on the role of assistance and counseling the government to promote rural regeneration.
2. In management and operation by the Farmers'' association organizations can promote rural reinventing program, combined with the agricultural policy agencies into partnership, the use of agricultural production and marketing system will promote the rural community regeneration.
3. In functional transformation, although farmers'' association organizations will not make a proposal of action, but they play the counseling role in the educational training and other public service delivery.
4. In organizational development, farmers'' association organizations should from the past the political organization factions and the elective machinery toward the play more social services function and build the information platform.
5. In reinventing rural, farmers'' association organizations will collaborative with the agricultural policy agencies. The farmers'' association organizations can help rural communities will be the proposal and establish communication channels to facilitate the promotion of rural regeneration projects.
In addition, the study will put forward the following recommendations:
1. In the farmers'' association organizations transformation of Chunan township, should focus on adjusting the pursuit of organizational efficiency, use of the resources of farmers'' association, promoting the strategic alliance, implementing capital stock system is to strengthen the agricultural enterprise management and credit departments function.
2. For establishment of the collaborative relationship model of between the farmers'' association organizations and the rural reinventing, you must pay attention to, such as: the gap of organizational profession, the establishment of collaborative relationship, farmers'' association autonomy, downsizing hierarchy, strengthening efficiency problems, and so on. They will become the key factor in collaborative governance in the future.
3. How to reduce farmers'' association organizations of the "political character", will be the future topic of collaborative relationship model.
4. This study argues that help the agricultural transformation, the reinventing rural, "public value" and "flexibility and re-assessment" will be an important indicator of improving the farmers'' association organizations.
