The central government organs at all levels, and local county and city governments are vigorously promote energy conservation and carbon reduction policies, to develop "low-carbon society, low-carbon city, and low-carbon community." For Pinglin area in New Taipei City, the local growings recession, demand is rapidly declining number of tourists, since the opening of Hsuehshan tunnel in 2006, so Department of Environmental Protection , New Taipei City Government work together with the Pinglin District Office.
