Summary: | 碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 99 === The twentieth century, global population continues to increase, coupled with climate change, many parts of the world of natural disasters, typhoons, floods, droughts, etc., people began to attach importance to environmental and climate issues. As early as 1972, the United Nations in Stockholm, the General Assembly held its first international environmental protection, after the meeting through the "Declaration of the United Nations Conference on Human Environment", starting for the conservation, pollution control, sustainable development issues more seriously. In 1997 the "Kyoto Protocol" or the global climate change conference held in Copenhagen in late 2009, it has shown the importance of climate change and the goal to achieve greenhouse gas reduction agreement targets.
At March 4, 2010 the vice premier Chu announced the 2010 will be "saving energy and reducing carbon years ", and established the country''s "master plans for carbon reduction" and Ten Standard Benchmark programs to improve the carbon reduction targets, to make Taiwan become a low carbon society. The central government organs at all levels, and local county and city governments are vigorously promote energy conservation and carbon reduction policies, to develop "low-carbon society, low-carbon city,and low-carbon community." For Pinglin area in New Taipei City, the local growings recession, demand is rapidly declining number of tourists, since the opening of Hsuehshan tunnel in 2006, so Department of Environmental Protection , New Taipei City Government work together with the Pinglin District Office. By building up the "the low-carbon tourism" and using the experience from it, it desire to fabricate Ping-Lin area to low-carbon community. In pursuit of carbon reduction, ecological protection, economic activities, tourism and leisure and the balance between sustainable development.
The purpose of this research is to investigate "the low carbon community" develop process and its key factors in Pinglin Area based on the document analysis, in-depth terview method, and stakeholders and sustainable community theory. Finally, it can propose the relevant policy recommendations on the these findings and guide to future research directions.
