As a major form of political participation, elections consequently have become one of the most important functions of the political parties. The planning of election strategies of the party not only determines the acts of the candidate in the elections, bur also plays a decisive role in the outcome of the election. The research is a case study of the election of the eleventh Taipei city councilman in Shihlin Beitou district in 2010. The case study aims to analyze the election strategies of the Kuomintang (KMT), Democratic Progressive Party (DPP) and candidates who do not belong to any particular parties and further investigate their impact on the outcome of the election. Finally, the goal of the research is to provide suggestions on effective election strategies and the directions for future researches. Using document analysis methods, in-depth interviews and participation observation methods, this case study focuses on the election of the eleventh Taipei city councilman in Shihlin Beitou. The interviews were conducted from September 2010 to April 2011. The subjects included the candidates for councilman, the head of the borough, the director of local branches of the parties and executive officers. We also took part in the election process and documented on-sight observation of the election. Our results showed that facing the challenge of shrinking winning possibilities, the KMT took conservative strategies, including necessary compromises with the real situation in order to reach its goal in the election, and it managed to escape the crisis of losing seats in the city council. The DPP, on the other hand, took relatively aggressive nomination strategies for the first time in the Shihlin Beitou district, considering local factions and political reasons. Despite the risky strategy, the DPP still gained five seats by creating conflicting atmosphere with controversial issues. As for candidates who do not belong to the above mentioned two parties, most of them rely on images built by long-term services and high-profile publicities to win the public approval and support.
