Besides, human services also keep similar e-process. The central personnel administration varies informational technology and tools from the new-up in the 80’s, Pemis2K in the 90’s to WebHR in 2010. WebHR starts a new way of operation and a new concept of dealing with business by employing the utility of the Internet and cloud computing. However, few people do research on the intention and behavior of using the informational technology. In this study, the subjects are the personnel staff in New Taipei and it’s on the basis of the model of the Unified Theory of Acceptance and Use of Technology (UTAUT) and the concept of cloud computing and human-machine interaction. The purpose is to explore the personnel staff’s acceptance of WebHR which the central personnel administration develops and promotes and to study their act after the usage. The theory discusses different components, such as performance expectancy, effort expectancy, organizational influence, facilitating conditions and human machine interface. This study designed a questionnaire on line and analyzed the data in different statistic ways. The result shows that the personnel staff in New Taipei City give the system high evaluation and the scores are up to 73.03. They almost can accept the system. However, the stability of the system, equipment and the staff’s profession need improving. There are three factors influencing the staff’s intention to use the system, such as the staff’s awareness of facilitating conditions, organizational interior influence, and human machine interaction. If the personnel department and personnel administration in New Taipei City government could accept the suggestion and improve the condition, the satisfaction would be advanced. Based on this, the study will analyze the whole situation and offer some information for the personnel administration while spreading the system or other information systems.
