With the development of scientific and technological progress, library has changed the functions of the service in order to meet the needs of users. The E-library website is a great evolution to satify the informational needs of users, extending the tranditional library services, breaks the limit of the time and space. Recently the advent of the concept of Web 2.0 began more and more common, the E-library website used the Web 2.0 to share their collective wisdom, to adjust the structure and its service types, and applied the Web 2.0 models to library services. The E-library website uses Web 2.0 tools to increase the communication with users. The E-Library anxious to know what kinds of Library 2.0 can be satisfies users’ requirements and strengthens the library’s services. This study utilizes a comprehensive set of usability guidelines developed by Microsoft Corp. The MUG (Microsoft’s Usability Guidelines, MUG) suggests five categories: content, ease of use, promotion, mad-for –the-medium, emotion. And try to find out the principles of the E-library website design. As a direct result of Analytical Hierarchy Process’s (AHP) intervention, was found that user-oriented and emotional demands of users has become the points. The E-library website needs to discern the user’s mind, and provides the full services which meet the needs of users, instead of only provide the physical resources. The E-library website should also provide more timely information through the internet, and make more convenient services. Users can complete the task quickly and efficiently. It also allows users to relevant information for specific respond, through the message subscribe, comment on the library''s resources, share or create a collection.The E-library website has to provide the resources quickly and efficiently, so that users can rely on the website services. Through the Web 2.0 services to become a community, and tend the sense of community belonging, increase the website’s usage. Finally, base on the finding, except the meanings of theory and management, this study list several factors which may influence the generalization limit of the conclusion, and provide a reference to who interest in this subject.
