Through these means to maintain its energy needs and security. Behind its economical and military force strength greatly improved, because the pirates are rampant during the Gulf of Aden, Mainland China assigned its Navy forces to fight the East Africa Somalia pirates with legal adequacy, because the Chinese merchant vessels and fishing boats are kidnapped for ransom by these pirates very often. After China’s Navy stationed in the Gulf of Aden to conduct anti-piracy mission, its sphere of influence will reach to the Indian Ocean region, and gradually build energy-based diplomacy surrounding the Middle East, South Asia and other places. By Mainland China’s assistance to local infrastructure, and cooperative exploitation of local natural resources, it established closer bilateral cooperation and mutually beneficial relationship. This study would like to explore the strategic implications of Mainland China, and the follow-up possible ramifications. Because this is the first time for Mainland China to send Navy to conduct overseas mission, there are fewer work-related research, hoping that through this study to remind the Taiwanese government’s high-level attention, and further to be helpful for government''s future in the politics, diplomacy, economics and defense policies. The Sea Founding policy declared by President Ma doesn’t seem very positive to drive. Compare with Mainland China, it has plan to promote its sea policy. Besides it actively builds an aircraft carrier, and carrier-based fighter aircraft, so as to compose a fighting group to escort ships. In addition, State Oceanic Administration People’s Republic of China built many large marine ships and survey vessels with the name of scientific experiments to cover its military strategy. From the coastal waters extend to the ocean, the PLA ships took the first island chain to conduct under water survey.
