To investigate the current practice of early project planning for the construction industry in Taiwan and compare it with that of the U.S construction industry, this research project adopts the Project Definition Rating Index (PDRI), a scope definition tool, to study the early planning practice and its impact to project performance. The PDRI is develop by the Construction Industry Institute, CII, to evaluate the completeness of early project planning. This research utilizes the PDRI as the survey instrument and collects early planning related information for a total of 105 building projects. The collected information is analyzed and is compared with the results of a U.S. study of 78 building projects. The results show that both Taiwan and U.S. projects with PDRI score below 200 (which indicating better early project planning), their final project performances (cost and schedule) are better than thou projects with PDRI scores above 200. The analysis results show that the Taiwan and U.S. projects have afferents critical factors affecting cost and schedule performances. The “sire survey” is well defined among Taiwan building projects while the U.S. projects define “ building use” well. The critical factor affecting cost performance is “project schedule control” for Taiwan projects and “program statement” for the U.S, projects. In the mean time, the critical factor affecting schedule performance is “economic analysis” for Taiwan projects and “project design and construction plan” for the U.S. Project.
