The methodologies in this study adopted are questionnaires. The objects of the study are teachers in complete schools in Kaohsiung City in 2011. The formal questionnaire use lamination random sampling. 402 questionnaires were distributed and 387 ones are returned with the effective rate of 96.27%. The data are analyzed by narrative statistics, t-test, One way ANOVA, two-way ANOVA, Pearson product-moment correlation coefficient and multiple regression. The results are following: 1. The Organizational Communication and School Effectiveness are fine in the school. The level of awareness in The “Downward Communication” and “Teaching and Learning Achievements” is the highest. 2. The Organizational Climate is open in the school. 3. The teachers get better grades in Organizational Communication in the following aspects: “Male”, “Aged from 40 to 50”, “Managers of Departments”, “Classes under 50” and “Original Kaohsiung City.” 4. The teachers get better grades in Organizational Climate in the following aspects: “Senior High School System”, “Administrative officials”, “Classes from 20 to 70”, and “Original Kaohsiung City.” 5. The teachers get higher grades in School Effectiveness in the following aspects: “Senior High School System”, “Classes from 20 to 50” and “Original Kaohsiung County.” But the homeroom teschers get lower grades . 6. The relationship among Organizational Communication, Organizational Climate and School Effectiveness in Complete High Schools in Kaohsiung City are significant. 7. The schools with different Organizational Communication and Organizational Climate perform differently in School Effectiveness. 8. Organizational Climate can be predicted by Organizational Communication and the prediction of “Downward Communication” is the highest. The explained variance is 49.9%. 9. School Effectiveness can be predicted by Organizational Communication and Organizational Climate. The prediction of “Upward Communication” in Organizational Communication is the highest. The explained variance is 48.5%. According to the result of the study, the suggestions are following 1. Change complete schools to “senior high schools” and “junior high schools.” 2. Increase administrative officials in schools. 3. Decrease the unfair resource allocation. 4. Increase channels of communication. 5. Promote the development in junior high school and senior high school simultaneously. 6. Establish re-allocation. 7. Contact with students’ parents frequently. 8.
