Summary: | 碩士 === 國立高雄應用科技大學 === 資訊管理系碩士在職專班 === 99 === Following the arrival of the era of the information society, the Republic of China military organizations progressively utilize computer information systems to reduce the investment and sustainment of manpower, materials, and capital. Massive amounts of vital information are stored in the computers and transmitted throughout the country by computer communications networks. Many people are benefited by the advancement of information technology and many pay the price for such advancement. Costs for this advancement, helps bring more attention to the related information ethics. This has led further, to the related issues of ethical and moral problems, which creates disturbances and changes to the society. In the military organizations, it follows with the never-ending information safeguard issues which includes leaking secret information (serious security violations), as well as other cases such as: “un-authorized use of storage devices”, “failure to physically segregating the computer”, “Taking official work home” … etc. When one looks further into this subject, they would find that information protection and monitoring need to be greatly strengthened and improved. The subject of personal information ethics and moral conduct has become an important topic in the world today.
This study applies the Hunt and Vitell(1986)ethical decision model as it’s theoretical basis. When the personal ethic decision is impacted by the potential harm and social pressure of the Perceived Moral Intensity (PMI), the personal ethical judgment based on the deontological evaluation and teleological evaluation will impact the ethical intention. The model is tested through sampling by using scenario scripts from the ethical study involving military staff and military school students. A total of 368 questionnaires were released to the military staff and military students and 365 valid ones were then analyzed. For the data analysis of the returned questionnaires, the Partial Least Squares (PLS) is used as an analysis tool.
The result of this study shows that different information ethics thinking creates different morality characteristics of the behavior intention of military staff and military students. In addition, the thinking model of individual case varies as well. The result shows when the military staff violates the information safeguard rules by taking official work home or using un-authorized USB storage device, their behavior intention is primarily based on the teleological evaluation rather than that of the deontological evaluation. Similar results are also discovered with military students. This brings attention to the decision makers that, in addition, to the need to strengthen the on-the-job training of information ethics, the schools also need to strengthen the curriculum of information ethics in the basic and advanced education programs and the special study classes. The findings in this study can be used as a reference for the decision makers of the Information Management Organizations in setting the policies in this area.
