In addition to the fleet-related constraints, the train schedules of pilots and copilots also need to be considered in the fleet planning process. In particular, pilots and copilots need to be out of their service activities to perform replacement trains for new types of helicopters. The schedules of the purchase, the retirement, the service life extension as well as the pilot and the copilot trainings will affect the mission ability of a base. The integration of fleet planning, pilot, and copilot training together is an important issue for related rescue departments. Therefore, in this research, from a public organization’s perspective, we develop an integration model for the pilot and copilot trainings as well as the helicopter fleet planning to help to find good pilot and copilot train schedules as well as fleet replacements. We use mathematical programming techniques to formulate the model in which the network flow technique is employed to construct the purchase, the replacement, the pilot and the copilot time-space networks. We develop four strategy models in reference with different targets and considerations required by the planner in actual operations. First of all, we develop two models with the objectives of minimizing the number of pilot train times and of minimizing total system costs. After that, two restrictions, the total cost and the number of train times, are considered in the above two models, respectively. The models are evaluated by performing of a case study using real operating data from a Taiwan public organization. Conclusions and suggestions are then given.
