Civil servants help facilitate the affairs of the government, whilst governments over the globe put the selection, training and improvement of civil servants in high premium. In this regard, taking appropriate encouraging measures is key factor for the government to develop active, positive, responsible and right-thinking civil servants, aside from a sound and fair civil service system. Hence, building the soft power of a country through systemic and regular training system, which stimulates the potentials of civil servants, elevates the knowledge, professionalism, concepts and attitudes, and therefore increases the efficiency and effectiveness of the government can be viewed as the cornerstone. From 2003 to 2010, National Academy of Civil Service has conducted a series of Junior to Senior Rank Promotion Trainings, during which 9,761 persons have passed and taken key positions in all fields. As to the assessment mechanism, though, only “response” and “learning” have been well designed without packaged measures and plans; therefore, the feelings of trained civil servants and the effectiveness of such trainings cannot be evaluated. The study adopts a close-ended questionnaire survey. Targeting at the trained members of 2010 Junior to Senior Rank Promotion Training, the study uses a random sampling and delivers 300 copies of questionnaires, of which the returned copies were 154. Return rate reached 51.33%. The paper adopts SPSS for Windows to undergo statistical analysis. With Likert Scales as the quantitative method, the questionnaire further uses Cronbach’s α, proposed by L.J. Cronbach and credited for its application on multiple rating, to evaluate the reliability of the scales. In the respect of overall satisfaction, the Cronbach's α reaches 0.820; in the respect of the elevation of professional skills, the Cronbach's α is 0.944, while in the respect of encouraging effect, the Cronbach's α amounts to 0.944, all of which manifests the high reliability of this questionnaire. The study have found that the overall satisfaction among the trained members have a positive correlation with the increase of professional skills and encouraging effect. The increase of professional skills and encouraging effect are obviously positive correlated, which means the trained members think that the higher the professional skills, the better the encouraging effect. Hence the paper has reached a conclusion that in order to enhance the encouraging effect of Junior to Senior Rank Promotion Training and keeping excellent talents in the civil service system, the overall satisfaction of the trained members shall be increased and the curriculum targeting at boosting professional skills shall be developed.
