Air-land intergration has becom a trend in terms of operation. It is also the mainstream to command troops in field. In the future defense operation, each model of the Army helicopters utilize their unique strength and cooperate with ground troops is getting more important. Therefore, utility helicopters with superior performance will have critical impact on tactical operation. In considering of homelend safety and civilian bill, the military forces country of the Republick of China is facing and responsible for not only threat from forign country but humanitarian aid and disaster relief. Under the President’s command, it is planned that utilize exiting forces to from troops with quick reaction ability. As soon as the country is struck by disaster, troops can conduck relief operation instandly so as to protect civilian’s life and property. Utility helicopter has diverse function. It can carry troops, provide command and contral, air supply, evacuate injured person and armed with weapons. The Global climate change and the increase of frequency of extreme weather condition have made the situation worse. Last year, torrential rain and typhoon stroke Taiwan, the recoedof highest rainfall was changed again and again. After the September 21st earthquake, the earth’s crust becam loose in many area of Taiwan. Mudflow and landslide occurred frequently as the consequence. Global warming makes the sea level raising. These two factors in combine cause the flood getting worse. To conclude, climate, geographyand over development of Taiwan weaken our environment. It has less resistance to natural catastrophe and its impact. Helicopter can fly over terrain to its destination for relif and is not limited to road. This research adopts Analytical Hierarchy Process, Fuzzy Theory to decide the weight of each evaluation aspect of helicopter procurement consideration and Multiple-criteria Decision-making to empirical analysis. The result is that the power system is emphasized the most, flowed by communication, navigation system and life cycle cost.
