The village has held the Watermelon Festival for eight years lately, which started at the end of June and lasted until the beginning of August each year. Moreover, in 2005, the Xin-Qian-Dun village succeeded in applying for the project of Multi-Employment Development promoted by the Council of Labor Affairs (CLA), with the name of community organization, and has become the vanguard of the community industry in Quemoy. In 2006, the Xin-Qian-Dun village was commended as a model community in Taiwan Six-Stars Healthy Community Programs. This thesis demonstrates the investigation including the developing process of the Xin-Qian-Dun village and its resources, and probes into its operation under the developing program, festivals which are planned and celebrated in the community under the public-private cooperation, and the revitalization of industry and the realization of ecological tour of the community, etc. which will be further discussed respectively in the following three chapters. To begin with the community operation of the Xin-Qian-Dun village under the community development, my thesis derives the classification toward the stages of the community developing process from Professor Zhi-Cheng Ye, which is arranged in five stages according to activities and characteristics of a community : agricultural economics industry, initiative stage, preoperational stage, maturation stage, transformation stage; on the other side, I utilizes the relationship of authority from organizations between the traditional blood-related village and the modern community to explain the difficulties the female elites have mired during the propelling process. At last, I will present the analysis of how the relationship between patriarchal clans, the structure of population and the geographic location influence the propelling process of community empowerment. Second, the chapter of festivals which are planned and celebrated in the community under the public-private cooperation would be investigated form the origin of the Watermelon Festival to the relationship between the public and the private departments after the Xin- Qian-Dun becoming a village with country culture festival; in addition, the effect of the festivals upon the interior is concerned as well. Finally, by using method of SWOT analysis, I will show the strengths, weaknesses, opportunities, and threats of the Xin-Qian-Dun village holding the Watermelon Festival. Ultimately, in terms of the revitalization of industry and the realization of ecological tour of the community, this report would probe into the industry development of the Xin-Qian-Dun village and its impact on the community’s culture and the environment. Furthermore, through the investigation of community scenery resources, information of available resources and the direction in realizing ecological tour of the community are acquired, and the following problems would be further discussed.
