This study investigated the parents with elementary school children in Kaohsiung County and the city’s attitude toward the tobacco control policies that are related to smoking behavior. The results of this study can used for government education and health agencies to design a more effective tobacco control programs for parents with children as a reference. Methods: The study was done from March 1998 to June of 1998 in a cluster sampling. The self-administered questionnaire study was done on the parents of elementary school children from grades 3-6 in Kaohsiung County. There were 3468 self-administered questionnaire: 1863 were done the urban city, 1350 in the rural city, and the 719 in the mountain area. Multinomial Logistic Regression Analysis of current / ever / never smoking behavior and smoking knowledge, attitude toward tobacco control policy relevance. Results: Results: The "current" smoking behaviors from the study are as followed: 1.24.2 % smoke in the city.2. 27.3% smoke in the urban.3. 27.9% smoke in the remote areas. The smoking rate of male is 44.2% compared to the females of only 8.3%. Potential control variables in the adjustment, the "current" significant impact on smoking bhavior factors living in the remote areas [adjusted odds ratio (aOR) = 1.18] or in rural areas (aOR = 1.21), male parents (aOR = 8.76) and tobacco lower scores on prevention and control policies (aOR = 4.56).Difference in the impact of local city, urban, and remote areas “current" smoke and smoking behavior factors for hazard control policy attitude scores (aOR = 0.17; 0.22; 0.41), visiting guests smoking (aOR = 3.61; 3.19; 2.96 ), no-smoking policy at work sites (aOR = 2.12; 1.65; 2.11), a drinking habit (aOR = 8.47; 6.11; 2.76), and betel nut chewing habit (aOR = 30.36; 13.24; 4.72). Conclusion:. Kaohsiung County and mountain villages in remote areas have a higher prevalence of smoking. The study showed that different areas will show different results. The findings suggest that the health authorities and schools system should promote tobacco control. They should also consider the different in gender and other relevant factors to enhance the parents of elementary school children about the anti-tobacco smoking in daily life. With a better understanding of the danger of smoking these will help reduce the smoking rate in the city, urban and the remote areas.
