Temperatures of urban areas are higher than the surrounding suburbs, affecting the comfort of urban habitat environment and led to significant peak power consumption and caused increased emissions of carbon dioxide, contributing to global warming. At the same time, absenteeism and medical payments are increased due to the increase of heat induced illnesses. It also indirectly led to economic losses. Traditionally, most of albedo measurements are used for meteorological or agricultural purposes, such as forests, bare land, snow or agricultural land. These areas are considered large test samples, at least 10 square meters, the standard ASTM Standard E1918 can be used for measurement. Due to the research purpose for high albedo materials, the need for a large number of specimen preparation and observation, it is necessary to develop measurement techniques for small area specimen. Given the amount of domestic waste glass recycling in the present and the future trend of gradual increase in the recycling of waste glass wide range of uses, can be used in building aggregate, concrete aggregate, glass, asphalt, ceramic tile adhesive agent, etc., if development of recycling waste some alternative construction materials engineering, believe that with reduced resource consumption and waste reduction with the dual benefits. The research of two parts, First extends the Lawrence-Livermore National Laboratory newly developed E1918A method, and applies pyranometer to measure 1 meter square specimens. Albedo observations, formula derivation and calculations are performed for different heights, degree of off-center, tilt angle and measuring climatic conditions. The error and accuracy are compared and analyzed. Based on the proposed in situ Albedo measurement method, a small specimen can achieve accurate result and weather conditions suitable for Taiwan. Second use of waste glass to replace the coarse aggregate in concrete, carried out by substitution of different albedo of the measurement and analysis of the hope research can be applied to glass concrete heat island effect improvements.
