The results showed that 9 of 15 steps time spending had significantly differences between survey and observation. Therefore, observation was the essential method for counting the time spending of step. After observed and counted the waiting time between steps, found after the 6th step and 8th step had the longest waiting time. The 6th step was unloading and putting the tray list on each pack. On the other hand, the 8th step was put the well counted instrument on the 3 levels trolley. Each of the following steps were, the 7th step was arranging, checking, and counting instrument, than put the indicator paper in the case; and the 9th step was packaging the instrument, than recheck the outside bar code match with package details, finally singing signature.
