碩士 === 玄奘大學 === 公共事務管理學系碩士在職專班 === 99 === ABSTRACT The study of policy evaluation in our country foreign spouses policy : A Case Study of Hsinchu County Today's Taiwan is being changed gradually. Taiwan present has become the immigration country. The transnational marriage is spreads out however is the globalized tendency.This research aims at investigating “The Foreign Spouse Policy” set by the administration.The study is on the adequacy of the policy in the care of foreign spouse and whether the policy is in line with their needs. The investigative methodology involved literature review and in depth interview with foreign spouses. First, a literature review on the background of foreign spouse law, the current state of policy execution, and life difficulty situation were carried out and compiled as outlines of the interview.The relevant opinions and viewpoints of female foreigns spouse from South East Asia as well as the organizations that are carrying out the policy, namely, Hsinchu County Service Center ,the Employment Service Station and the Hsinchu county’s Education were collected and analyzed according to the following three levels: Citizen and legal rights and interests, work and education counseling.In particular, we have carried out our analysis from the viewpoint of the needs of foreign spouse. From our literature review and indepth interviews, we have the following conclusions: 1.On Citizen and legal rights and interests counseling: They have expressed their need for status approval, trust and family health protection. 2.On work counseling: They have expressed their need for vocational training to improve their job skills so that more work opportunity can be available. 3.On education counseling: Those foreign spouse hoped that educates children's knowledge because of the education promotion and strengthens parental education.
