| Summary: | 碩士 === 輔仁大學 === 體育學系碩士班 === 99 === Taiwan professional baseball activities broke out illegal gambling and game fixing in October, 2009. From that time onward, the calling for reforms put the blame on the judicial agencies and lash out for the malfunction of the Taiwan Professional Baseball League, the improper management of the corps, and directly pointing out that the players’ morals are degenerating. Some even criticize the prosecution and investigative agencies are involved in the disclosure of secrets, reflecting that all the related unites are all against the due process of law. Whether the problems are from the mechanism of TPBL or social environment, the future development of the baseball activities is truly worrisome.
Based on both data analysis and qualitative research together with the interview of 5 investigators who were in charge of dealing with these cases. This study took a look at the formation and cause of the mentioned scandal from the viewpoint of prosecution and investigative agencies and examine the initiation of ill gambling and game fixing, the involvement of gangsters , the process of the investigation of the judicial agencies etc.. With the conclusion of pragmatic opinions for the development of TPBL are rendered for the references of the government and further study.
The outcome shows that the reasons for the baseball scandal can be generalized on the players’ comparatively low income , the corps’ loose management ,frequent underground gambling, rampant gangster activities, the lenience of penalty rule, and the lacking of the players’ self-control . So the recommendations will be the judicial agencies should enhance coordination and take the lead to make effective policies for the prevention of the involvement of gangsters and educate the public periodically. And the baseball team managers should take adequate measure to regulate the players , establish a free player mechanism and fair retirement system. Besides, all the players should build self-esteem, emphasize the ethics, abide the related rules, be honestly in every competition, and make a complete career plan as well.
The development of TPBL has passed through a hard process. The investigation of 2009 baseball scandal awakens the government and the audiences to concern the development of baseball activities and make effort to take a new change. If the trickled-down reforms can be carried out, it is still foreseeable for the TPBL to have a bright future.
