Education is an important hinge of the process of government reorganization and the countries of the world will hopefully foster competitiveness of new citizens through educational reform. Educational reform is not just a slogan, but it needs detailed planning and overall consideration. The aim of the educational reform doesn’t mean the change of the system, but gradual adjustment of the current education system, and its goal is the education development of high quality education. In Taiwan, because of the lifting of the Martial Law in 1987, many people who were concerned the education of Taiwan criticized the education system then, and strongly asked the government to engage in the educational reform; on the other hand, because of the vicissitude of the societal structure and the advancement of technology, the old curriculum couldn’t meet the demand of the age. To upgrade national competitiveness and foster the talented people who adapt to the trends of the world, the government proposed the epoch-making educational reform—the 9-year integrated curriculum through long-standing discussion and planning; In Japan, in order to promote the ability of the students’ self-reflection, afford varieties of educational advancements and give attention to the students’ personality development, the government started to carry out junior-senior high school combined education through evaluation, wide opinions, and perfect supporting measures without changing the current education system. The hinge of the 9-intergrated curriculum is curricular reform, but the hinge of the junior-senior high school combined education is to change the current system. It means that educational reform in Taiwan is much more complicated than in Japan. The present study is intended to investigate how to foster consistence in the large-scale educational reform in Taiwan and in Japan, and to compare the censorship system of the textbooks between them. The investigation about educational reform and the censorship system of the textbooks between Taiwan and Japan will hopefully be a reference for the educational reform in Taiwan in later years.
